FO Permian Partners is a Texas-based off-grid power developer. In September 2025 it outlined plans to provide more than 5 GW of off-grid natural gas power to data centers in the Permian Basin, starting with a 320-acre plot in Midland County and 150 MW of ready-now, behind-the-meter capacity. HiVolt Energy operates the generation assets: custom reciprocating engines backed by a redundant battery system. Phase one could be operational as early as 2026.
“AI infrastructure is the new backbone of economic growth and national competitiveness. By combining abundant fuel, ready-to-build sites, and critical infrastructure here in the Permian Basin, we are removing the single biggest barrier to deployment: time.”
In an August 2025 Circular Collective feature on why cap table disputes block scalable off-grid AI power, Jose argued that aligning the cap table across groups is the biggest bottleneck to getting these projects off the ground.
